Ridiculous....but not surprising, considering Costa Rica tends to be a bureaucratic nightmare and tends to nickel and dime people left and right. I almost think they'd be better off extending the ban on foreigners coming in if they're going to pull this crap.
For tourists coming in to Costa Rica there is a real chance of getting Covid 19. Not a lot higher than in the USA perhaps, but a lot higher than in the countries these flights will be coming in from. Which might affect people's choices about whether to go there.
If they decide to go (say a Canadian, European, Brit) they will be concerned about what happens if they get Covid. Hence insurance. It was easy for the INS to come up with something, and probably they are in the best position to do it. I don't think I could get that coverage in Canada. Companies have all excluded Covid -19 coverage for anyone leaving the country these days. And the hotel stay thing is not something they would have a specific policy for. Anyway, as far as I know there is no similar insurance available commercially. So, they (INS) are going to charge what the traffic can bear.
This is also partly because, as a visitor to CR, they will normally give you free treatment, but I don't think they want to be on the hook for it during a pandemic. Hence this idea. Who knows what the right price is for a policy like this. Any insurer who is going to insure you for a disease that is increasing every day in the host country is going to charge a lot.
Bottom line...I'm not going, I'm not buying.
