First, you would need 2 Covid tests, one before leaving and one a few days after being there (with quarantine until test results from the second test are clear). Then at least you're not bringing in very much of it.
And the antibody testing, as far as I know, is not very reliable or available yet. The early "kits" were not reliable at all, and I'm not sure about the current state of antibody testing. I'll be looking at that shortly just for my own interest.
The 14 day quarantine would still be the most reliable. It's not 100%, but close enough. But having to pay for that and be locked in a room is likely to discourage most tourism.
Canada has had the 14 day quarantine for all returning residents, and any visitors that are allowed in, and this has been in place since mid March. It has helped immensely since before that we were losing the battle to cases coming in mainly from the US. Our numbers are close to under control at the moment, and no one in the country wants to open up to the US for a long long time.
