Interesting. Pre-pandemic was all about how to soak the Gringo for as much as they could get by with, slowly increasing airport taxes, increasing income limits for permanent visa, airport food even more expensive than U.S. airports etc...

If I was in the position to comfortably retire right now (still 5 years out) I would move down at the soonest opportunity. :)

The one time, tax free exemption for personal goods used to be in place about 10 years ago. It made setting up a household in Costa Rica a reasonable proposition. They did away with it as there was apparently so much demand for residency they government felt like it wasnt needed.

If this gets enacted it could definitely get me to consider residency. Right now the cost of goods, especially electronics to which I am addicted, are almost double what I would pay in the states. The same goes for a car. I drive a Hundai Tuscon, one of the most popular cars in San Jose and new retail it is almost twice what I paid for mine here.
