Last 4 times in, landing at noonish, average in the immigration line has been 1.5 hours. August, December, January and February.

landed yesterday (Sunday 2/25) @ 11:50am on a Copa flight from PTY, quickly scurried to immigration expecting the worst & saw a beautiful sight-not a single flier in the place. Agent asked me a couple of questions & I was on my way in 2 minutes. Bought a couple bottles of booze at duty-free, changed US dollars at the bank upstairs, got 564-1, walked down to street, haggled for an 8k taxi ride & I was on my way to the LA. Guess I got real lucky.

Based on my last three trips, the immigration wait times were as follows:

August arrival time 1130 AM: 30 mins
Thanksgiving arrival time 12:40 PM: 2.5 hours
Jan 31 arrival time 2:40 PM: 0 mins, no one in line

I live in CR full time (beach town 20 minutes from airport in Liberia).

It is true that there is only 1 form given to passengers now. However, IMHO there are several variables that affect the time taken to get through immigration: number of planes landing at that time, number of agents on duty, attitude of individual agents, and your arrival airport.

In Liberia, it is rare to wait more than 20 minutes and on some occasions the immigration officer may not ask you any questions or request to see a copy of your exit ticket. And your luggage is always picked off the conveyor and neatly lined up and waiting for you. On a good evening you can be in a taxi or a car within 15 minutes of landing.

In San Jose, I have been interrogated by very strict officers, have always been asked for my exit ticket, and on one occasion denied entry because I forget to book an exit ticket. After I bought a ticket and showed the agent the email, they gave me my passport back and allowed me to enter.

So, time taken to get thru immigration can vary greatly. The airlines in San Jose complained about the new entry procedures because it was causing scheduling problems. As a result, the airport added more personnel.
